  3. Decorate with Royal Icing:
    • Prepare the royal icing by beating together powdered sugar, meringue powder, and water until smooth. Divide the icing into three bowls: one for white, one for orange, and one for yellow.
    • Color the icing with gel food coloring to get the orange and yellow shades needed for candy corn. Spoon the icing into piping bags.

  4. Serve:
